First Progress Prestige is the lowest-APR secured card in this category — an APR closer to prime-credit territory than to the typical subprime range — with a modest annual fee, the standard deposit minimum, the same select-merchant rewards structure as the rest of the First Progress family, and reports to all three bureaus.

The low APR is genuinely unusual for a credit-builder card. If you'd otherwise carry a balance during credit-building (which isn't ideal but happens), the lower rate can save real money relative to the typical subprime APR. For credit-builders who pay in full, the no-fee Assent is cheaper; for those who carry balances, Prestige wins on math.
